All officials and employees of the Municipal Government of Sablan undergo unannounced drug test procedures December 19, 2022 thru an accredited service provider who provided the ambulant service with the aid of our Municipal Health Office space and support staff.
The “Drug-Free Workplace Policy” adopting the “Guidelines in the Conduct of Drug Testing Program” is annually sustained in our municipal government unit since its mandatory implementation not only randomly but inclusive of all members of its workforce regardless of our workers’ status of employment if only to ensure that the following pertinent laws and issuances are observed beyond mere compliance:
1. Republic Act 9165, otherwise known as the “Comprehensive Dangerous Drugs Act of 2002” and its Implementing Rules and Regulations (IRR);
2. Memo. Circular No. 89 dated Dec. 17, 2015 by the Office of the President, entitled “Implementation and Institutionalization of the National Anti-Drug Plan of Action”;
3. Dangerous Drugs Board (DDB) Regulation No. 2, dated Mar. 26, 2004 entitled, “Guidelines for the Formulation and Implementation of a Drug-Free Workplace Program and the Conduct of Authorized Drug Testing by All Offices, Bureaus and Agencies of the National and Local Governments, Government Owned and Controlled Corporations and other Institutes of Learning Including the State Colleges and Universities; and,
4. Civil Service Commission (CSC) MC No. 13, s. 2010 with reference to CSC Resolution No. 101359 dated July 6, 2010 on the subject “Guidelines for a Drug-Free Workplace in the Bureaucracy” and again the CSC’s promulgation if CSC Resolution No. 1700653 dated March 15, 2017 prescribing the guidelines in the mandatory drug test for public officials and employees.
